Summary

A flaw was found in Keycloak where, when both realm-level and client-level `notBefore` revocation policies are configured, the OIDC Introspection feature fails to properly honor the realm-level policy. This allows tokens that should have been revoked to remain active, potentially leading to unauthorized access or continued session validity.

Risk Assessment

The risk involves potential unauthorized access to resources protected by Keycloak, as JWT tokens that should have been revoked at the realm level are still accepted. This could compromise the security of identity and access management systems.

Recommendation

It is recommended to immediately update Keycloak to a version that fixes this vulnerability. Until an update is applied, consider temporarily disabling `notBefore` policies at either the client or realm level if feasible.
