Summary

An ftp:// transfer configured with CURLUSESSL_NONE can reuse a pooled FTP control connection that a previous easy handle upgraded with STARTTLS and authenticated using a client certificate. The second handle performs neither a new TLS handshake nor a new FTP login, so the server continues to authorize it under the first handle's certificate identity.

Risk Assessment

A connection may be authorized as a different identity, breaking session isolation and potentially enabling unauthorized access to FTP resources. This can lead to actions under the wrong user context.

Recommendation

Update curl/libcurl to a fixed version. Avoid mixing STARTTLS and non-TLS FTP connections in the same pool or use separate handles.
