Summary

JeecgBoot through 3.9.5 contains a missing authorization vulnerability in the SysDepartController appImportExcel handler that allows any authenticated user to import departments. Low-privileged attackers can upload a crafted Excel workbook to POST /sys/sysDepart/appImportExcel to create arbitrary sys_depart records in the administrator-maintained department tree.

Risk Assessment

Unauthorized creation of departments can disrupt the organizational structure and affect permissions and workflows. This can lead to misconfigured access control and audit issues.

Recommendation

Update JeecgBoot to a version newer than 3.9.5 or apply the vendor patch. Additionally, restrict access to the appImportExcel endpoint and verify permissions for department import.
